The role

This is a national role, providing technical advice, support and knowledge within the Carbon Permitting Team responsible for delivering the UK Emissions Trading Schemes (ETS).

You will undertake a variety of tasks required to deliver the schemes requirements, including but not limited to: Permitting of installations, annual returns, auditing & operator site inspections, compliance & enforcement, managing data and contributing where required to management reporting and process improvements.

As a Senior Officer in the Carbon Permitting Team you will be responsible for assessing a range of permits issued under climate change schemes, providing a high level of technical assessment and scrutiny, dealing with a range of customers from across industry and representing the team in meetings with stakeholders and other regulating agencies.

We are looking for someone who understands industrial processes and / or scientifically minded, , can provide a high level of scrutiny to applications, meet deadlines and who is able to effectively prioritise their workload.

As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. You will work directly alongside 3 other Carbon Permitting team members who are currently based in North Wales.  The team reports directly to Industry Regulation South East.  Your role will be primarily home / office based working remotely but may entail travel between different NRW locations, as well as partner organisations and other operator premises for site inspections, these will be planned in advance.

What you will do

  • Determination of a range of applications for UK Emission Trading Scheme permits ensuring that large energy users in sectors such as metals, chemicals and electricity production operate in such a way as to minimise their impact on climate change.
  • Ensure compliance to the UK Emission Trading Scheme permits across Wales by a range of site compliance audits, report assessment and enforcement work as required.
  • Ensure compliance to the Carbon Reduction Commitment and Energy Savings Opportunity schemes across Wales, leading on the issue of Civil Penalties for non-conformance as appropriate.
  • Preparation of annual reports of Greenhouse Gas emissions in Wales to Government and other interested parties.
  • Providing advice and guidance on all climate change regulation to other team members, internal and external customers, identifying common customers between the climate change regulations and other environmental legislation, ensuring customers are fully informed of the wider legislative requirements.
  • Represent Natural Resources Wales on United Kingdom regulator forums, ensuring that the needs of Welsh industry is taken into consideration in the development of the United Kingdom wide approach to climate change legislation.
  • Coaching and mentoring others on UK Emission Trading Scheme, Carbon Reduction Commitment and Energy Savings Opportunity work.
  • Building strong working relationships with customers, partners and other stakeholders across the UK.
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

  1. Knowledge and experience of either working in a regulated industry or as a regulator
  2. An understanding of climate change legislation.
  3. Practical experience of applying legislation to the regulation or operation of industry.
  4. Proven effective planning and organisational skills.

Welsh language level requirements

  • Essential: Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
