The role
As a member of the Management Team of Natural Resources Wales you will fulfil a key strategic role, alongside your functional responsibilities, in supporting the transformation of Natural Resources Wales to deliver the sustainable management of natural resources. Responsible for leading on the development of NRW cross functional policy and strategy, providing leadership and governance to ensure that NRW is an exemplary regulator and delivers regulatory change, improving outcomes for our customers, stakeholders and natural resources, helping to deliver an excellent standard of service. To lead on the regulatory approaches for Water, Land, Marine, and Biodiversity working with NRM Policy teams to ensure that the approaches and interventions for water, land, biodiversity and marine are developed and implemented in line with the relevant policies and strategies. To work with key stakeholders to ensure that NRW fulfils its roles and duties in this area, delivers Welsh Government aspirations and successfully influences the activities of other organisations. To manage and motivate multiple teams (approx. 35 staff) which comprise of specialists and experts working at a National/European level and be accountable for the Future Regulation Group budget.
As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About us
The Future Regulation group comprises of 5 teams: 4 focussing on specific technical areas and one on cross-functional strategy work, sitting within the Regulation and Permitting department within the Evidence, Policy and Permitting Directorate. This role reports directly to the Head of Regulation and Permitting and acts as Chair for the Biodiversity, Marine and Cross-cutting sub-group of the Regulatory Business Group .
The group delivers strategies and policies to build regulatory resilience and capability now and in the future, as well as developing new processes, guidance and training to support delivery of the permitting, compliance and enforcement functions for Water, Land, Marine and Biodiversity. The group consists of around 35 staff based in NRW offices across Wales.
What you will do
- Lead as the strategic manager for setting and implementing NRWs Future Regulation policy and translating Welsh Government steer into range of regulatory interventions for use across all/any regime that NRW regulates. This includes embedding the Regulatory Principles, making sure NRW meets our Regulatory Standards of Service expected by stakeholders and ensures our continued compliance with the Regulators Code.
- Develop the overarching policy, strategies and guidance for permitting, compliance and enforcement whilst being responsible for making innovative, independent, complex and reputationally high profile decisions for NRW.
- Work with and manage key stakeholders and senior external colleagues, Ministers, politicians and officials (at Wales, UK and international levels) to ensure that NRW fulfils its roles and duties in this area, and successfully influence the policy and strategy of other organisations, operators and other groups where appropriate.
- Lead on the provision of expert advice, guidance and briefings to staff at all levels including undertaking horizon scanning to ensure that future legislative opportunities are identified and where appropriate harnessed for the benefit of all of our regulatory regimes.
- Lead the Future Regulation contributions and associated work for the Regulatory Business Board and lead appropriate sub-group(s) in technical areas as required. Acting as Business Lead for regulatory evidence, innovation and research.
- Contribute to and lead wider management tasks e.g. Change Programmes and deputation as required on behalf of Leadership team.
- Lead on the development and provision of ICT and other systems, evidence and research management, and data custodianship for the Future Regulation Group.
- Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

- Expert knowledge and substantial experience of relevant regulatory activities.
- Relevant Degree.
- High level of personal and professional credibility internally and externally.
- Experience of representing organisations in the public arena.
- Experience of building networks and relationships with partner organisations and agencies at a national level.
- Membership of relevant professional body. (Desirable)
Welsh language level requirements
- Essential: Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
- Desirable: Level B2 – Upper intermediate level (able to discuss work matters)
