The role

Are you passionate about data, technology and leadership? Join us as a team leader of our dedicated team of Master Data Specialists at Natural Resources Wales (NRW), where you will play a pivotal role in driving innovation and efficiency across the organisation.

In this dynamic role, you will guide your team in integrating and presenting NRW’s data effectively, ensuring that we uphold our commitment to delivering high-quality evidence to support decision-making and operations. You will work in alignment with NRW’s core values, fostering collaboration, creativity, and excellence.

As a key contributor to NRW’s Knowledge, Information, and Management (KIM) strategy, you will interpret data and ICT strategies to shape and implement a forward-thinking service and improvement plan. Your leadership will provide critical direction to ICT teams, particularly on matters relating to data warehousing, integration, and the presentation of evidence.

This team’s work is integral to NRW’s ability to meet its evidence integration responsibilities under the Environment Act, enabling smarter, data-driven efficiencies across our departments. By managing the flow of data between applications and delivering insightful operational reports and dashboards, you will help ensure NRW remains at the forefront of environmental stewardship and innovation.

As an organisation we support flexible working.  You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

What you will do

  • Be responsible for leading a team of experts that deliver 2 specialist functions; data architecture management (complex data modelling, data integrity, warehousing and integration) and operational reporting (complex suite of data integration and visualisation to create dashboards and operational views of NRW evidence).  This core infrastructure delivers process efficiencies for all activities across NRW.
  • Interpret NRW corporate, evidence, data and ICT strategy to define the teams service delivery plan and service improvement plan.  
  • Be responsible for delivery of NRW's strategic approach to data integration, quality management and automated views of our evidence; meeting business requirements and compliance with legislative, industry or operational data standards.  This will include technical and policy developments; audit and oversight of the risks associated with data integration and automated reporting.  
  • Have system owner responsibility for our strategic data warehousing, reporting and integration solutions.  Providing ITIL resolver support for users of the suite of reporting tools and providing a business steer for ICT on technical developments.
  • Be responsible for maintaining a single, authoritative, point of reference for data assets that are created by NRW and are critical to NRW operations (golden datasets).  Direct the team in the creation, collation and capture of a corporate thesaurus, dictionaries and term lists that are used to master our data and information assets.
  • Work with subject matter experts and data custodians across NRW's remit to lead the implementation of NRW’s governance framework for data integration and reporting .  This will include annual assurance reporting and working with Welsh Government and Defra to direct the NRW policy in this area.
  • Represent NRW at external conferences, sharing best practice and working with co-delivery partners.
  • Be responsible for budget and spend across multiple projects and services delivered through your team.
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method

  1. Proven experience of leading and motivating teams.
  2. Substantial professional experience of leading data architecture management, integration and insight reporting at a corporate/enterprise level.
  3. Detailed technical knowledge of the legislation and industry standards that are relevant to data architecture management, data standards and reporting, with a proven record of leading and auditing organisation compliance (public or private sector).
  4. Experience of technical leadership for enterprise data architecture, quality assurance and reporting systems and applications or similar applications/tools.#
  5. Understanding of the external policy and technical developments that may benefit or constrain future approaches to integrity, integration and reporting  (e.g. automation/ETL tools, volume and complexity of information sources, enhanced search and discovery, customer profiling).
  6. Degree or professional qualification in a relevant subject; substantial experience or able to demonstrate comparable specialist technical know-how, in a relevant subject.

Welsh language level requirements

  • Essential: A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
