Withyhedge Landfill permit variation public consultation is now open

Natural Resources Wales (NRW) is inviting the public to take part in a consultation following the submission of a permit variation application by Resources Management UK Ltd for Withyhedge Landfill in Pembrokeshire.
The application (reference PAN-025929) seeks approval for several proposed changes to the existing permit (EPR/MP3330WP) under the Environmental Permitting (England and Wales) Regulations 2016.
The proposed changes include:
- Revised final restoration levels
- Modified management and monitoring program for groundwater, surface water and leachate
- The addition of 50,000 tonnes of waste soils per year for restoration work under a new Waste Recovery activity
- Consolidation and modernisation of the permit, including a review of existing Improvement Conditions and Pre-operational Conditions
NRW recognises the high level of interest in this site and is committed to ensuring a transparent and inclusive consultation process. In addition to NRW’s standard consultation channels, our permitting team has launched an online consultation on the organisation’s consultation hub and will conduct enhanced promotional activity to ensure people are aware of the consultation and how they can provide feedback.

As part of this consultation, NRW will consider relevant environmental and technical issues raised by the public. These include matters such as how emissions will be controlled, potential impacts on health and the environment, and how waste and materials will be managed on site.
However, NRW is not able to take into account issues that fall under the responsibility of the Local Authority’s planning department. These include the location of the site, traffic, visual impact, land use, site access, and operating hours.

The consultation is now open and will run for four weeks, closing on Friday, 20 June, 2025. During this time, members of the public can view the application documents and submit their comments through our online consultation hub (https://bit.ly/WithyhedgePermitVariation). Alternatively, the application is available via NRW’s on-line public register.

Following the conclusion of the consultation and technical assessment process, NRW will communicate whether the permit variation will be granted and explain how any concerns raised during the consultation have been addressed.
