The role

The work of the Industry and Waste Regulatory Approaches team is to drive delivery of improved efficiency and effectiveness of regulation. We are part of the Regulation and Permitting Department within EPP, and sit in the Regulation, Policy and Approaches Group. You will be the expert lead on assigned waste sector(s) and support wider delivery of the team's workplan as appropriate. You will manage the delivery of NRW programmes to improve efficiency and effectiveness of regulatory processes for both site and non-site based regulation. This will translate Welsh & UK Government policy into practical approaches to the point of delivery. You will promote and be guided by our Regulatory Principles. You will work with a range of colleagues from EPP, NRM Policy, Operations, officials from WG and sector representatives.  You will input into the Regulatory Service Plan in your areas of expertise. You will coach and mentor other team members to support team development and progression. Provide specialist advice to teams to influence permitting, compliance and enforcement within waste legislation and policy.

You will act as professional specialist for your subject matter supporting the operational and permitting teams for one or more of the following;

  • biowaste treatment and use
  • non-haz and inert
  • haz waste treatment and regulation
  • landfill
  • secondary metals
  • energy from Waste

As an organisation we support flexible working.  You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

What you will do

  • Be the principal point of contact with environmental regulators, both UK and European, to share information and work together on the regulatory approach, technical advice and guidance for all Industry and Waste Sectors.
  • Lead on or support national projects to achieve well planned and managed integrated solutions that progress effective change and improvement in our delivery of regulation within NRW and for business across Wales.
  • Specifically lead on the mentoring and coaching of Advisors within the team to ensure that the team has sufficient technical and legislative resilience for your assigned area of work.
  • Ensure that continuous improvement methods are applied to work areas the team undertake.
  • Develop, review and improve technical documentation, to enable consistent and appropriate understanding and application by staff in the business that enables effective service provision.
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

1. Extensive knowledge of Welsh, UK and EU legislation related to your specific sector(s); Welsh, UK government Policy drivers in the Industry and Waste sector.

2. Excellent technical understanding of their assigned area of work, with strong analytical skills and experience of managing successful projects, achieved through substantial work experience in a related field. 

3. Experience in informing and influencing other regulators and stakeholders to enable effective resolution of environmental issues following the SMNR principles.

4. Extensive experience in forming and maintaining close links with internal and external partners/stakeholders to deliver the outcomes of both a specific function/project/team and the wider organisation.

5. Able to work at pace and have a track record of delivery.

Welsh language level requirements

  • Essential: A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
