The role

Step into a key leadership position at the heart of flood risk management in Wales. As our Team Leader for Warning & Informing, you’ll play a vital role in protecting people, property, and the environment from the increasing threat of flooding.
You'll lead a dedicated team of 9 covering North West, North East, and North Powys—driving forward our Flood Warning Service and ensuring communities are better prepared and more resilient to the impacts of climate change.

This is more than just a leadership role—it's about shaping a proactive, coordinated flood response. You'll work closely with Category 1 and 2 responders, emergency partners, and internal flood risk teams to manage incidents effectively and reduce harm. You’ll also be responsible for developing plans that strengthen our flood incident response, enhancing operational procedures, and overseeing training and exercising for flood duty officers.

As part of one of six specialist teams under the Flood Risk and Water Resources Manager, you’ll ensure seamless delivery of flood risk activities across the region. From leading incident reviews to implementing action plans, your decisions will directly contribute to keeping Wales safe, informed, and climate-ready.

As an organisation we support flexible working. You will be contracted to the NRW office at the above location and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About us

NRW are at the forefront of adapting to the risks and impacts of climate change.  Reducing the risk to life from flooding through the management, maintenance and adaptation of our flood risk assets and infrastructure, reducing risk to people and communities by delivering new flood alleviation schemes, improving our flood warnings and supporting adaptation and resilience within communities that are at risk of flooding from main rivers, the sea and reservoirs.

It is not possible to stop all flooding but improving the resilience of communities helps them prepare, respond more effectively and reover quicker should the worst happen.  The Warning & Informing team covering, north and mid Wales, is key in supporting this work through improvements to our flood warning service, engagement with communities and working with professional partners.

In this role you will work closely with internal colleagues and external partners and stakeholders, elected officials and communities to support better understanding of risks and opportunities to improve wider incident preparedness and response across the Operations directorate working alongside other Risk Management Authorities.

What you will do

  • To provide a Flood Warning service to members of the public, our public-sector partners and interested stakeholders, including provision of associated Flood Advisory Services to LRF partners when the flood risk is medium or high.
  • Improving the Flood Incident Management service by working with other teams such as Flood Risk Analysis to continually update the data NRW use to improve our understanding of where and how flooding could occur.  
  • Engage with our Incident Management partners at forums such as the Local Resilience Forums and look to lead, co-ordinate and engage on flooding issues with local communities. 
  • Prepare to manage and respond to incidents by ensuring local procedures are kept up to date and are tested and monitor our incident response in line with the Civil Contingencies Act. 
  • Represent the organisation at local and National level to engage with elected members, communities, officers and Wales wide stakeholders to inform, influence and communicate the wide-ranging messages and strategic direction of flood risk management in Natural Resources Wales.
  • Ensure all work programmes are delivered without risk to any team or individual, putting health and safety at the heart of what you do and lead your team to develop a safety-conscious culture
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

  1. Educated to degree level or equivalent in relevant subject.
  2. Member or working towards membership of a relevant professional body (e.g. CIWEM, ICE or IRM).
  3. Well-developed customer relation skills, with a broad knowledge of our duties and responsibilities to meet customer’s needs.
  4. An understanding of a wide range of flooding related issues e.g. data management, Flood Incident Management process including forecasting and warning, informing and response by the public and professional partners.
  5. The ability to work collaboratively with other team leaders throughout the organisation and proactively brief senior management teams on problems and solutions. 

Welsh language level requirements

  • Essential: Level C1 - Proficiency level (fluent Welsh speaker)
