The role
Are you ready to lead a team that's shaping the future of flood risk management in Wales? As Team Leader for Flood Risk Analysis in North Wales, you'll manage a talented group of specialists who are turning data into decisions that protect communities and build climate resilience.
Your team plays a vital role in developing the tools and evidence that drive investment in flood defences, guide emergency response, and inform the public. From flood modelling and data analysis to strategic advice for partners like Welsh Government and local authorities—you’ll be at the centre of it all.
You'll lead a team of 10 across North West, North East Wales, and North Powys, guiding their development and steering the strategic direction of NRW’s flood risk evidence work. This is your chance to influence national policy, shape future flood risk strategy, and directly contribute to protecting lives and livelihoods in a changing climate.
As an organisation we support flexible working. You will be contracted to the NRW office at the above location and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About us
NRW are at the forefront of adapting to the risks and impacts of climate change in Wales. Reducing the risk to life from flooding through the management, maintenance and adaptation of our flood risk assets and infrastructure, reducing risk to people and communities by delivering new flood alleviation schemes, improving our flood warnings and supporting adaptation and resilience within communities that are at risk of flooding from main rivers, the sea and reservoirs.
It is not possible to stop all flooding but developing our understanding of risk and the likelihood of flooding in communities helps to ensure that we can plan better for the future reducing the associated impacts and consequences of a changing climate. As specialists in this area, the team plays a lead role in our long term flood investment programme and improving the understanding of flood risk. The evidence produced influences future strategies, policies and priorities and that of other organisations. Having a good understanding of the risks and the ability to make available to the public and partners is a vital tool within the toolbox in identifying opportunities and future adaptations to reduce flood risk in communities.
Your specialist knowledge and operational experience will lead the team in developing and steering future strategic direction in this area contributing to policy development and developing a high performing technical team.
What you will do
- Lead and manage the delivery of an effective strategic risk-based communities at risk register used to direct flood risk investment decisions.
- Provide technical advice and guidance to enhance risk-based decision making internally, with other Risk Management Authorities, Planning Authorities and Welsh Government.
- Lead NRWs oversight role, guiding, checking, influencing and coordinating the Lead Local Flood Authorities.
- Present evidence at complex inquiries to ensure that the environment, people and the nation’s critical infrastructure is protected from inappropriate and dangerous development.
- Provide a lead flood modelling advisory role to NRW and as part of project teams delivering NRW’s flood risk capital programme, identifying potential opportunities to deliver SMNR.
- Provide expert advice at Strategic and Tactical Command with multi agency response teams.
- Participate or lead project groups to deliver National flood risk information to be used by Government, partners, stakeholders and the public in Wales.
- Ensure all work programmes are delivered without risk to any team or individual, putting health and safety at the heart of what you do and lead your team to develop a safety-conscious culture.
- Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

Educated to degree level or equivalent in a science/engineering discipline or significant related vocational experience.

Chartered Member or working towards membership of a relevant professional body such as Institute of Civil Engineers (ICE)/Chartered Institute of Water and Environmental Management. (CIWEM)

Well-developed customer relation skills, with a broad knowledge of our duties and responsibilities to meet customer’s needs.

Ability to understand, challenge, lead and represent NRW at all levels in technical and non-technical situations. Be able to influence and decisions to protect and enhance the environment in Wales.

The ability to work collaboratively with other team leaders throughout the organisation and proactively brief senior management teams on problems and solutions.
Welsh language level requirements
- Essential: Level A1 – Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
