Check, notify, sample and report a materials facility
If you operate a permitted waste facility in Wales, you must:
- report your self-assessment details to us
- pay us a fee
- sample incoming and outgoing wastes
- analyse the composition of samples
- report results to us quarterly
Complete a self-assessment
You must check if your waste facility meets the definition of a materials facility.
You should complete a self-assessment at the beginning of each reporting period.
The four reporting periods are:
- 1 January to 31 March
- 1 April to 30 June
- 1 July to 30 September
- 1 October to 31 December
Report your self-assessment details
If your self-assessment shows that your facility meets the definition of a materials facility, you must tell us by the end of the reporting period.
You should also tell us if your self-assessment shows that your facility no longer meets the definition of a materials facility.
We may ask for evidence from operators who we think meet the definition of a materials facility but have not submitted a notification to us.
Sample and measure the waste
Depending on your activities you will need to take samples and measurements of incoming and outgoing waste materials.

You will have to produce a written sampling methodology. This must explain how you will meet the minimum sampling requirements.
Report your data
You must submit your data to us for each reporting period. This must be within one month of the end of each reporting period.
When you notify us that your facility falls within the definition of materials facility, we will provide you with an electronic format to report your data.
Pay a fee
We will charge you an annual subsistence fee.

How we regulate materials facilities
We will regulate materials facilities to:
- check your sampling methodology
- observe your sampling activities
- audit the data you have reported to us against what we see on site
Timescales
We will acknowledge if appropriate methods are being used.
If the correct methods are not being used, we will let you know what improvements need to be made.
