The role
This is an exciting leadership opportunity to head up our South West Integrated Engineering Team—delivering sustainable, legally compliant asset management on flood risk and forestry infrastructure across the region.
As Team Leader, you’ll lead a skilled team of engineers to plan, manage and deliver work programmes that protect people, enhance resilience, and support our Sustainable Management of Natural Resources (SMNR) approach. You'll set clear tactical plans aligned to our strategic goals—ensuring efficient, impactful delivery.
You’ll work closely with internal colleagues and national partners including Welsh Government, Local Authorities, industry bodies, and community groups—representing NRW on key matters and helping to shape collaborative solutions to complex challenges.
With a team of 12 engineers under your leadership and peers across Wales, you’ll play a vital role in building capacity, consistency and innovation across our asset management work.
The role includes participation in our incident response rota as Flood Incident Duty Officer or Assistant Duty Officer (dependent on experience), with standby cover approximately every six to nine weeks, and availability to support major events as needed.

What you will do
- Be responsible for the performance management of a large, complex engineering team.
- Provide effective leadership on health and safety matters to ensure compliance with all applicable legislation, policy and standards.
- Use engineering judgment to deliver a prioritised work programme to time, cost and quality for delivery of tasks on NRW FRM assets and managed land.
- Deliver a programme for the inspection of flood risk assets and NRW assets and managed land.
- Act as an "expert" on complex scientific, technical and engineering matters.
- Ensure all high-risk assets remain operational by routine maintenance.
- Provide plans and systems of work so that our Flood risk management assets and equipment can be operated both safely and effectively.
- Deliver essential engineering and project support in order for the Annual Asset maintenance/improvement works programme to be delivered.
- Ensure all activities are completed on time, cost and to quality targets.
- Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

Educated to degree level or equivalent in an engineering or related subject (Essential) or substantial experience in a related subject.

Member of or working towards membership of a relevant professional body such as institute of Civil Engineers or CIWEM

Have obtained (or be able to work towards) relevant health and safety qualifications. (IOSH, NEBOSH

It is essential that candidates have a thorough understanding of the Construction (Design and Management) Regulations 2015 particularly with regard to the Designer Responsibilities.

Programme Management experience.

Must be able to motivate and establish a positive culture of continuous improvement.

Undertake a standby role for flood warning or incident management, representing NRW at Tactical or Strategic Co-ordination group as appropriate.
Welsh language level requirements
- Essential: Level A1 – Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
