New Wales operator waste return and deadlines for returns

Operators with an environmental permit have to complete waste returns to tell Natural Resources Wales about the waste they have received or removed from their site.


Natural Resources Wales uses this information to:

  • monitor a site’s compliance with their environmental permit conditions
  • compile national statistics about waste

We have produced a new waste returns spreadsheet that incorporates the requirements of the Environmental Permitting Regulations Amendment 2014 for Materials Facilities. We will send you the relevant spreadsheet when we send you a reminder to submit your returns. Please ensure you only use this version of the spreadsheet to submit your return as other versions will be rejected by our database. It is important that you complete all of the mandatory fields within the spreadsheet and use your EPR (Environmental Permitting Regulations)number rather than any historical reference numbers. Waste returns spreadsheet for email returns

Waste facilities that are not Materials Facilities need only complete the first sections in the three sheets in the workbook that are headed in blue, Materials Facilities need to complete the full sheets.

If within your facility there are several waste operations undertaken under a single permit we need more than one return to be completed in order to separately document the waste inputs and outputs from each waste operation.

Please note that the facility/operation categories have been updated to take account of the revised definition of landfill types as a result of the Landfill Regulations 2002. The spreadsheet also includes standard permit types provided for in the standard rules under the Environmental Permitting Regulations 2010 and subsequent amendments. If you operate a materials facility the spreadsheet also includes the additional data required for Material Facilities under the Environmental Permitting amendment Regulations 2014.
