Supporting evidence for transitional water resources licences

Before 2018, a lot of water abstraction activity was exempt from the need for a licence. Regulatory changes now require previously exempt abstractors to apply.

There is a separate streamlined application process available for those who abstracted water in the qualifying period between 1st January and 2011 and 31st December 2017, and plan to continue to do so. 

To be eligible to apply for a transitional water resources licence you must be able to demonstrate the following:

  • How much water has been abstracted ie how quantities have been measured or assessed
  • When abstraction has taken place ie during the 7 year (01 January 2011 to 31 December 2017) qualifying period

Available evidence is likely to vary depending on the use of water and how long you have been abstracting. Applicants will not be expected to submit every type of evidence listed, however in most cases, multiple pieces of evidence may be required to provide sufficient evidence of actual volumes abstracted during the qualifying period.

Evidence to demonstrate the amount of water abstracted

  • Storage or collection reservoir or vessel details
  • Meter readings or flow monitoring data
  • Pump details - capacity together with dates and times (hours) of operation
  • Engineering drawings and dimensions of intake structure (eg weir / sluice)
  • Pipe / penstock orifice details (eg diameter, length, material)
  • Hydraulic calculations and assumptions (eg water level at weir, weir co-efficient, whether pipe is full / partially full or closed off at certain times) used to demonstrate abstraction volumes
  • Hydrogeological Impact Assessment (HIA), including excavation dewatering volumes and how they have been calculated
  • Water usage information – how much water is associated with a process / product eg how much water is used per washing cycle in a laundrette business or crop / livestock water requirements
  • Business contracts / accounts demonstrating supply / purchase of goods associated with an abstraction
  • Agricultural records
  • Copy of irrigation plan – including use of trickle irrigation

Evidence to demonstrate abstraction has taken place during the qualifying period

  • Photographs of intake structure or equipment in situ
  • Meter readings or flow monitoring data
  • Pump / meter / flow monitoring equipment details (eg type of pump / meter / flow monitoring device, installation date), together with calibration or certification details
  • Receipts showing purchases of abstraction equipment (eg meter or pumps) or maintenance contracts for such equipment
  • Pump details - capacity together with dates and times (hours) of operation
  • Business contracts / accounts demonstrating supply / purchase of goods associated with an abstraction
  • Agricultural records
