Information on new woodfuel 'land criteria' and the Renewable Heat Initiative (RHI)
On 5th July 2015, woodfuel ‘land criteria’ outlined in the Timber Standard for Heat and Electricity came into force. The requirements of the Timber Standard have been transposed directly into the Renewable Heat Incentive (RHI) so are relevant to those registered on the Biomass Suppliers List (BSL). The BSL provides RHI participants with a simple way to demonstrate that their fuel complies with RHI standards. In order for fuel(s) to become or to remain BSL authorised, affected suppliers must take steps to demonstrate compliance with the land criteria.
This information is provided to support our partners in the woodfuel and biomass sectors. However, please note the following:
- Natural Resources Wales sells FSC / PEFC certified primary wood and wood products harvested from the Welsh Government Woodland Estate. Some of this is subsequently converted to biomass by other producers in the supply chain. We do not sell biomass directly and therefore are not registered on the Biomass Supplies List

Biomass Suppliers List (BSL): provides advice and support regarding the authorisation process to the Biomass Suppliers List. It also provide guidance and information about GHG criteria, BSL branding guidelines, and technical queries from suppliers of BSL registered fuel.
CPET: offer support to suppliers and generators of woodfuel on how they can comply with the woodfuel land criteria set out in the Timber Standard. CPET provides information and advice on UK Timber Procurement Policy (TPP).
Ofgem: can help answer enquiries regarding the RHI application process. Ofgem also provides advice on enquiries regarding fuel classification.
DECC: the Department for Energy and Climate Change, is the government department responsible for overall strategy and policy on energy and climate change, including renewable heat and electricity.
