Job Context

This is an exciting opportunity to join a team that manages and maintains Flood Risk Management Plans that are used to reduce flooding to communities across the Upper Severn and Vyrnwy catchments.

We are looking for suitably qualified individuals to support the production of maintenance and improvement programmes for flood risk management assets. These assets vary from coastal and tidal defences, river side flood walls and embankments to sluices, penstocks and pumping stations.

You will also support the development of nature based solutions to reducing flood risk and enhancing the environment and promoting the sustainable management of our natural resources in Wales.

Ideally from an engineering background your key duties will include surveying and monitoring assets out in the field and compiling and producing asset inspection reports to help plan and deliver an area based capital improvement programme.

You will be working in a team of similar experienced technical staff, delivering a risk based service across Mid Wales and will support NRW’s incident response to flooding

This role is suited to a technical person with a passion for working with the environment in order to make a difference to the lives of people in North Wales.

Other information relevant to the job:

The post holder will be required to undertake a role on the Flood Warning Duty Rota and may be required to work out of hours during flood incidents

Essential Knowledge and Skills

  • Ability to demonstrate a good level of previous practical experience in a defined technical skill that enables the post holder to provide guidance and supervision to others, as well as undertake surveys and inspections and manage small discrete projects.   
  • Roles may be graduate entry level roles.
  • Technical, operational and project management skills are important.
  • Able to demonstrate a good level of literacy, numeracy and communication skills, with a good knowledge and understanding of health, safety and wellbeing, as well as public safety and public liability.
  • Able to develop and maintain relationships with key stakeholders.
  • Technical skills in CAD, GIS and project appraisal may be required.
  • Ability to supervise contractors and have knowledge of safe working practices, together with the ability to undertake health and safety surveys and inspections. 

Evaluation of Information

  • Ability to understand and interpret requirements, procedure manuals and statutory codes.
  • Ability to understand the obligations within contractual documentation, which may need to be measured and monitored.
  • Work undertaken by the post holder may also involve the use of CAD/GIS and some project assessment and evaluation.

  • Work will be guided by defined policies, procedures and expected outcomes and will be managed, rather than directly supervised.
  • Ability to interpret methods, allowing the post holder some discretion to vary or tailor the approach, within broad procedures.
  • May manage small projects requiring decisions to be taken around how best to achieve results, with a degree of problem solving.
  • Decisions may have a degree of complexity and require the need to apply different techniques or methods.
  • The post holder may be involved in contract design, tendering and project appraisal, although the post holder will generally make recommendations to others, rather than be the final decision maker.
  • The post holder may supervise contracts, supported by making operational decisions on a day to day basis, escalating issues as required.


  • The work primarily affects the direct environment, which may have the potential, if carried out incorrectly, to impact on the team, people and property.
  • The impact would be known fairly immediately and could be rectified and addressed quickly without any longer-term issues arising.

Communication and Relationships with Others

  • The post holder will have a high level of customer interaction requiring good communication skills, both verbal and written.
  • The work may involve dealing with complaints and stakeholder liaison so that tact, diplomacy and the ability to deal sensitively with people or issues is important.
  • The work may involve the supervision of contractors requiring the post holder to brief and advise others.

Responsibility for People

  • No formal line management responsibility although must be able to manage small projects, requiring an element of supervision.

Responsibility for Resources

  • Post holder will be responsible for tools and equipment used to carry out their role and ensure the correct operation of plant and equipment on site.
  • Equipment out in the field will generally be of a high value and individuals will be expected take responsibility for the safe and legal use of such equipment.


Role Description

Job Purpose:

The post holder will help manage flood risk by collecting and analysing flood risk asset information to determine current and future asset management needs.

Consider the principles of SMNR and Well-being of Future Generations Act are considered in all decision making.

Key Job Accountabilities:

  • Assist in the development and management of a programme of work that contributes to the delivery of Directorate targets.
  • Help ensure that local decisions are consistent and are risk based and in line with agreed Government approach.
  • Assist in maintaining the National Flood Risk Asset Management System, AMX and associated flood risk data.
  • Collect data from sources as required to help analyse flood risk asset management need.
  • Support Operations Teams to enable delivery of the Asset Maintenance programme by providing relevant information.
  • Assist in the preparation of pre-feasibility studies resulting from Flood Risk Management Plans and Shoreline Management Plans.
  • Support Health and Safety best practice by actively promoting awareness and ensuring the provision of safe working practices to comply with NRW’s policy and standards.

Key Job Qualifications or Knowledge:

  1. Educated to degree level or equivalent in a scientific or engineering subject is desirable, or the ability to demonstrate equivalent relevant experience.
  2. Knowledge of flood risk management activities and understanding of wider approaches to river and coastal asset management.
  3. Basic knowledge of ICT. Knowledge of GIS systems and CAD (e.g. ARCGIS, AutoCAD).
  4. Some knowledge of Health and Safety and relevant regulations e.g. Construction (Design & Management) Regulations 2015 (CDM) would be an advantage.
  5. Must have full UK driving licence.
