As an organisation we support flexible working. This role allows hybrid working (a mix of home and office working) and a working pattern suitable for you can be discussed on appointment if you are successful.

You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

Job description

The post holder will take an active role managing projects and programmes of work in a growing team, which is made up of subject specialists in sustainability and well-being and undertakes specific projects to support the delivery of NRW’s duties under the Well-being of Future Generations (Wales) Act and the Environment (Wales) Act. As champions of NRW’s ambition to improve the management of natural resources for the benefit of current and future generations, the Natural Resources and Well-being Strategy and Policy team specifically supports NRW and partners to do different and better things, individually and collectively, to make the aim of sustainable management a reality.

You will support the team by preparing technical assessments and reports, drawing on a wide variety of information and data; developing plans, procedures, tools and guidance; preparing budget profiles and monitoring spend; managing risk; working on small scale communications and engagement events; and supporting the team in their engagement with WG, partners, external and internal stakeholders and other environmental bodies on the delivery of Area Statements and Well-being Plans.

You will be naturally curious and enthusiastic about new ideas and new ways of working, good at problem solving, willing to test innovative solutions, and agile enough to change your plans if they aren’t working. You will be self-motivated, methodical and organised, disciplined in recording actions and keeping appropriate documentation using the corporate systems. You will be a good communicator, influencer and a reassuring presence, who can quickly build credibility for the team with colleagues inside and outside NRW.

Responsibilities

Your responsibilities include:

  • Prepare technical assessments, drawing on a range of information and data sources.
  • Support the preparation of material to inform the development of NRW, WG and other Partners policy, statutory advice and guidance documents; Prepare the development of procedures, tools and guidance and lead the delivery of new ways of working.
  • Co-ordinate the preparation of budget profiles and monitoring spend across the Embedding Natural Resources and well-being programme. Provide regular accurate information to managers on progress, including reporting to WG, to adapt and ensure delivery of work to time and cost.
  • Liaise with relevant NRW staff regarding interactions between Natural Resources and Well-being workstreams to ensure the timely and effective delivery of project, policy or strategy obligations.
  • Project manage small communication and engagement projects, in line with the agreed communication and engagement strategy.
  • Support engagement with sectors, partners, WG, and other Environment bodies in Wales and the UK in relation to Area Statements; and be a primary point of contact for customer queries.
  • Contribute to task and finish groups, commissioned through the Business Boards, to prepare defined products as required.
  • Collaborate with the Team Leader to develop and deliver an agreed Personal Development Plan.

Qualifications, experience and knowledge

Knowledge and experience of the following: 

  1. A qualification and demonstrable experience in PRINCE 2 or other similar project / programme management tool
  2. Experience of: technical analysis and interpreting a range of environmental information and data; analysing large data sets with excel spreadsheets, including pivot tables.
  3. Competence in a range of IT software, specifically Geographic Information Systems and the suite of Microsoft Office software, competence in financial systems used in NRW, budget profiling.
  4. Self motivated, methodical and organised, being disciplined in recording actions and keeping appropriate documentation.
  5. Working in a programme and project management environment with Project Management experience and/or qualifications.
  6. Share your knowledge and expertise to help solve problems, supporting all Heads of Business in EPP as required.

Welsh language requirements:

Essential Level 1 – able to pronounce Welsh and use basic phrases

Desirable Level 3 – able to communicate in Welsh with confidence in some work situations

  • Documents produced will contain technical/ specialist information, requiring some original thought, creativity and understanding of the issues.
  • Able to process and analyse non-routine information with an element of complexity and of a technical nature.
  • Demonstrates an understanding of legislation and able to interpret and apply it, in relation to their role.

Decision Making and Autonomy Requirements

  • Able to decide how best to achieve results, requiring some degree of judgment and creativity, and alter priorities where there are conflicting demands.
  • Decisions will be of a technical nature, primarily around the scope of the post holder’s area of work.
  • Ability to solve problems and make decisions which have a degree of complexity and require the need to apply different techniques or methods.
  • Able to undertake research to determine how best to resolve issues.
  • Demonstrates the ability to guide less experienced members in the resolution of problems.

Impact

  • Has an appreciation that the work undertaken is generally within a discrete area and its impact primarily affects the direct environment, but it may also extend across other subjects and work areas and has the potential, if carried out incorrectly, to impact third parties and a wider area.
  • The impact of decisions or work activities will typically be relatively short to medium term.

Communication and Relationships with Others

  • Ability to interact and communicate with people across a range of functions within NRW and externally, requiring the post holder to communicate around their area of expertise, adapting their approach and style appropriately.
  • Demonstrates well established inter-personal and communication skills with an ability to develop, influence and sustain good working relationships. 

Responsibility for Resources

  • Responsible for the tools and equipment used to carry out their work, which will generally be of a relatively modest value.
  • Responsible for the safe keeping and legal use of tools and equipment. 
  • Will have oversight of contractors and associated costs.
