Role Description

Job Purpose:

To continue and expand the implementation of the NRW Freshwater Pearl Mussel Conservation Strategy for Wales. This will inform direct conservation management as well as the preparation of NRW policy, programmes, plans, strategies and guidance related to pearl mussel conservation. You will work with other members of the freshwater ecosystems and fisheries management team, NRW Operations and engage with stakeholders.

Key Job Accountabilities:

The post holder will:

  • Establish one or more ark areas across FWPM range in Wales in land with secure management (this could be on WGWE if suitable broadleaf locations exist)
  • Identify and prepare site-specific projects for captive rearing and release programmes at named, suitable sites
  • Prepare technical assessments and plans for pearl  mussel habitat restoration projects that could be implemented as funds become available, drawing on a range of information and data sources
  • Support the preparation of material to inform the development of NRW, WG and other Partners policy, advice and guidance documents. Prepare the development of procedures, tools and guidance and lead the delivery of new ways of working
  • Prepare material to inform advice to WG and other bodies in Wales
  • Liaise with relevant NRW staff regarding interactions between teams to ensure the timely and effective delivery of project, policy or strategy obligations
  • Project manage small evidence projects, in line with the agreed evidence programme
  • Support engagement with sectors, partners,  water companies, eNGOs, JNCC and NE and WG
  • Contribute to task and finish groups, commissioned through the Business Boards, to prepare defined products as required
  • Collaborate with the Team Leader to develop and deliver an agreed Personal Development Plan

Key Job Qualifications or Knowledge:

  • A good knowledge of freshwater conservation and experience of planning and delivery of practical conservation programmes
  • Knowledge of: Welsh, UK and EU legislation related to biodiversity and freshwater fisheries; Welsh, UK Government policy drivers in biodiversity and freshwater fisheries; and the issues and opportunities in Wales
  • Experience of: technical analysis and interpretation of a range of environmental information and data
  • Working with/in statutory nature conservation bodies, water companies, local authorities, eNGOs, and public bodies
  • Working in a programme and project management environment with Project Management experience and/or qualifications
  • Share your knowledge and expertise to help solve problems, supporting all Heads of Business in EPP as required

What you will do

You will provide expertise to a defined area or function undertaking a range of work that supports development of internal policy, strategy and plans.

You will interpret and understand a wide range of information and technical data extracting key points and principles which will provide the building blocks for the development of internal policy, strategy and plans.

You will process and analyse non-routine information that has an element of complexity and will be of a technical nature.

You will undertake work within a discrete area although the work has the potential, if carried out incorrectly, to impact across other subject areas and third parties.

You will provide guidance to less experienced colleagues in the resolution of problems.

You will have oversight of contractors and the associated costs.

You will determine how best to achieve results by applying technical judgment and creativity, altering priorities if there are conflicting demands.

You will be responsible for the safe use and keeping of tools and equipment required to undertake your role.

You will work with a range of people across NRW functions, together with external parties.

Where you will be working

Your role will be primarily office based but may entail travel between different NRW locations, as well as working at partner organisations and other premises.

What knowledge and skills you need

You will have a degree level qualification in a relevant subject area or the equivalent level of knowledge.

You will have subject matter expertise within a defined area that enables you to provide guidance to others.

You may not be a subject matter expert in all areas but will have a sound understanding and appreciation of the work of the wider function.

You will have good literacy, numeracy and communication skills including well developed customer facing skills.

You will have analytical skills that enables you to process and analyse technical information.

You will have good inter-personal and influencing skills and able develop and sustain good working relationships.
