You will be contracted to the NRW location stated in this advert, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

Job description

Reporting to the Operations Manager, you will lead and ensure the effective and efficient regulation of the most complex and highest risk Industrial Installations, COMAH sites and RSR sites in North East Wales by developing annual priorities and work programmes informed by the Area Statement, Well-being Plans and Strategic Steer and guide our regulatory approach to SMNR and delivering Well-being outcomes.

The team regulates across a broad range of sectors including Energy from Combustion, Ferrous & Non Ferrous Metals, Cement and other minerals, Chemicals, Landfill, Paper and textiles and Food & Drink.

In North East Wales we have a number of high profile industrial sites.  Part of your role will involve developing regulatory relationships with operators as well as managing our engagement with communities. This can often be demanding and requires someone with a good understanding of our regulatory role, political awareness as well as being empathetic to the views of others.  

You will be expected to lead on or champion a specific area of work at a place or directorate level and will support NRWs approach and contribution towards decarbonisation and energy efficiency

You will be responsible for overseeing the team’s response to a range of incidents and will be expected to be part of our out of hours response team once you are trained.

You will provide technical advice and guidance to underpin risk-based decision making and work collaboratively with other teams and regulators to ensure effective management of risk and improved customer service.

Responsibilities

Your responsibilities include:

  • Manage and develop a large team of Regulatory and Enforcement Officers and be fully accountable for their performance, contribution, development and well-being, health and safety.
  • Using technical specialist knowledge of industry, waste and enforcement, prepare and present your teams’ annual work plan and production of associated performance and assurance reports.
  • Be responsible for regulatory decisions at place level, ensuring adherence to the Regulators’ Code and our Regulatory Principles.
  • Develop and maintain effective and influential customer relationships (internal and external) at a senior level (e.g. Director level engagement within multinational companies).
  • Contribute your technical knowledge and stakeholder management experience to risk-based decision making by the team and the wider business.
  • Be responsible for delegated team and project budgets.
  • Respond to and manage team’s response to incidents and complaints.
  • Required to take part in incident response activities.

Qualifications, experience and knowledge

Knowledge and experience of the following: 

  1. Experience of line management.
  2. Experience of relevant work areas.
  3. Coaching and mentoring skills.
  4. Experience of managing contentious issues and community liaison and public engagement activities.
  5. Strong organisational, time management and interpersonal skills.
  6. Good understanding of commercial business processes and pressures.
  7. Ability to communicate effectively with regulated business and the public, explaining complex issues and gaining support by influencing.
  8. Extensive knowledge and experience of regulatory processes (including enforcement) and incident management.

Welsh language requirements

Essential: Level 1 – able to pronounce Welsh and use basic phrases

  • An ability to manage one or more teams, involving significant, highly technical tasks or specialist knowledge in a defined discipline. The post holder is required to manage significant processes, which requires previous experience managing people or other projects and resources.
  • Post holders will have significant technical experience and in depth knowledge of their specialist area, particularly in a dual role as specialist lead, and will need to update knowledge on a regular basis.
  • The post holder will have substantial and relevant experience of working in the field. They will have a high level of management and soft skills.
  • The post holder will understand the business and have a broad technical understanding of the functions within the team.

Evaluation of Information

  • Ability to interpret the operational delivery plans and understands their context in the wider NRW strategy. Interprets developments in own area of expertise, contributing to the development and delivery of strategy and policy. 
  • Able to analyse and interpret a wide range of often complex information, extracting key points and communicating at all levels. 

Decision Making Autonomy

  • Post holders will understand the business and functions within their team, ensuring effective decision making on the delivery of work by their team. The post holder can decide how best to achieve results, with guidance from peers, requiring judgment and creatiity. They may need to alter priorities as a result of conflicting demands.  Objectives and targets etc will be reviewed on an intermediate basis.
  • Responsible for making independent, management decisions at operational level, with input from line management and peers. The post holder will have an understanding of national and NRW policy and their potential implications for the business. They will contribute to the strategy and plans in conjunction with senior management.
  • Decisions may be made which lead to changes in established procedure/practice within the post-holder’s area of work. The consequence of making wrong decisions will have an adverse effect on the organisation in relation to its external stakeholders such as partner organisations, lenders, service users etc. 
  • Decisions may concern a broad range of matters and the outcomes of some decisions may not always be immediately clear or apparent. Problems encountered may also relate to the work of other parts of the organisation and could be variable and diverse. The impact of decisions is likely to be wider than the immediate function or department and is likely to be medium term.

  • Post holders will have external influence and will be accountable for risks, consequences and impact of the delivery of their functional area. They will have high level technical conversations with external and internal stakeholders.
  • The post holder may take a leading role for a particular project or specialism in the organisation.
  • The post holder's decisions and actions will influence others. The consequences of their decisions making and actions will have a medium to long term impact, both internally or externally.

Communication and Relationships with Others

  • The post holder will link with other roles across the business, engaging the organisation in delivering strategies and polices in the most efficient way. As an externally focussed role, they will be required to have high level, technical conversations with stakeholders, at senior level.
  • The post holder is able to discuss technical, specialist or detailed policy issues, tailoring the method, style and level of communication appropriately for the audience. The role is outward facing, involving high level written and verbal communication, leading key projects with a degree of complexity, requiring persuasive skills, fostering and maintaining good relationships and networks. They may need to facilitate or present at internal or external meetings, giving high level advice, including legislative changes. The post holder will input and steer the direction of discussion or activities.
  • The post holder will produce moderately complex documents, reports, programs, contracts etc. Documentation will contain advice, guidance or opinion which the recipient will act upon or use.  The consequences of incorrect or poorly drafted content is likely to be detrimental.  Post holders may also have responsibility for financial and risk reporting.
  • Ability to source data and content from multiple locations requiring external research and professional judgment in how such research should be interpreted. The impact of such documentation is likely to be generally longer term in nature.

Responsibility for People

  • Post holders will have full line management responsibility for a team or more than one team. 
  • This will include delivery of the team work plans, staff development, staff performance and the wellbeing and health and safety of those within their span of control. The post-holder will be fully accountable for the people directly reporting into them and for ensuring compliance with all organisational policies and procedures.
