Job Context

This is an exciting opportunity to join a multi-functional engineering team with a commitment to Sustainable Management of Natural Resources within North East Wales.

The North East Wales Integrated Engineering team is a professional, multi-disciplinary team with responsibility for delivering Civil Engineering maintenance for Forestry and Flood Risk critical assets, in addition to Natural Flood Risk Management, SMNR schemes and Environmental enhancement and coastal projects.

The Engineering team works closely with NRW’s Internal Workforce teams and framework contractors to ensure the annual asset maintenance programmes are produced, coordinated, and delivered to the specified time, quality and cost allocation and constraints.

This fixed term appointment is a great way to gain valuable experience whilst learning more about flood risk management and the importance of sustainable maintenance in order to reduce community flood risk. 

The successful candidate will provide a Technical and Health and Safety planning service, supporting the delivery of flood risk asset maintenance, capital improvement schemes in addition to contract and contractor management requirements.

NRW is a Category One Responder under the Civil Contingencies Act 2004, which requires it to be able to deliver a resilient, competent, and effective response to incidents on a 24/7, 365-day basis. Its duties include contributing to and maintaining emergency plans and emergency arrangements in relation to incidents.

It is a requirement of your role to participate in NRW’s incident response activities. This may require you to participate on an incident rota (or cascade), in order to be available to respond to an incident if one occurs.

You will assist with the development, testing and review requirements for NRW’s ‘on the ground’ response plans for dealing with flood incident, emergencies and contingency planning.

  • Demonstrable relevant experience gained in a number of environments or range of roles, with a good grasp and understanding of organisational policy and procedures.

  • Responsible for the safe and legal use and keeping of specialised equipment used out in the field.
  • The post holder will have delegated budgetary responsibility which is likely to be part of a much larger budget and will have responsibility in relation to supply chain/procurement activity linked to contracts in line with procedures.

 

Role Description

Key Job Accountabilities:

  • Responsible for the production of the annual flood risk asset maintenance programme.  
  • Lead on the risk management planning for the work.  
  • Production and review of flood incident response and contingency plans/manuals and planning incident response exercises. 
  • Develop procedures for the operation of assets during a flood incident. 
  • Lead on the scoping, justification, costing and delivery of discreet asset improvement projects. 
  • Have indirect budget responsibility for both revenue and capital projects.   
  • In partnership with Procurement deliver framework services and product supplies. 
  • Carry out contractor supervision and management. 
  • Liaise with stakeholders including; local authorities, land owners, environmental groups, delivering a customer focus. 

Key Job Qualifications or Knowledge:

Qualifications;

  1. Degree in Civil Engineering or equivalent is desirable together with a NEBOSH construction certificate.  A HND/HNC in civils or equivalent is the minimum requirement, together with related experience. The candidate should also be working towards Incorporated Engineer status or other appropriate professional designation. 
  2. A broad knowledge of civil engineering design and construction practices, with the ability to develop and apply innovative solutions to problems. 
  3. In this role you will be expected to support H&S best practice by actively promoting awareness and ensuring the provision of safe working practices to comply with NRW policy and standards.  
  4. Project Management; Prince2 practitioner qualification would be desirable. 
  5. Competent surveying skills. AutoCAD skills and GIS experience would also be desirable.
  6. Participation in cross-team working and stakeholder engagement to establish partnerships in the delivery of NRW flood risk objectives is an essential component of the role.
  7. Participation in the NRW’s incident response duty roster.
  8. The ability to undertake the ‘Client and Designer Role’, to comply with CDM 2015.
  9. Good ICT and organisation skills.
  10. Full UK driving licence.
