You will be contracted to a NRW office within the place base, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

Job description

The post holder will be based in the North-West Wales Industry & Waste Regulation Team and will lead on all aspects of waste regulation across Anglesey, Conwy and Gwynedd.

We are looking for an experienced environmental regulator who will be responsible for the regulation of waste industry sites. As the Senior Waste Regulation Officer, you will be expected to have a strong focus on complex regulatory delivery and technical compliance work. You will be expected to show technical leadership including leading on waste sector(s) and providing advice and guidance to both internal and external customers.

You will ensure regulated industry in the area comply with their permit conditions to protect the local environment. You will demonstrate and role model the behaviours and cultures of Natural Resources Wales (NRW) in all you do.

You will undertake a range of technical compliance assessment activities, including auditing, at a wide range of waste sites, using your influencing and negotiating skills to ensure improved permit compliance. You will make complex assessments of operators' ability to protect the environment, prevent pollution, and optimise use of resources, as well as undertaking enforcement action where necessary.

You will also respond to and investigate environmental incidents making sure suitable preventative and protective action is implemented, as well as being a technical mentor and coach to less experienced officers.

For many of Wales’s waste producers this will be their only contact with NRW and it will provide an opportunity to advise and influence them on issues such as waste prevention and pollution prevention to help deliver SMNR principles.

As part of NRW’s role as a Category 1 responder under the Civil Contingencies Act the post holder will play an active role in incident response and participate in rotas and cascade arrangements.


Your responsibilities include:

  • Assess compliance at installations, COMAH sites, waste sites and sites handling radioactive substances.
  • Liaison with Counter Terrorism Security Advisors.
  • Take appropriate actions to collect evidence for enforcement purposes, in accordance with defined procedures.
  • Routinely lead our response to large or contentious cases/issues.
  • Co-ordinate pre-application discussions with Operators and NRW Permitting Teams to aid timely, efficient and good quality permit variations, applications and surrenders.
  • Where non-compliance is identified, determine and implement the most appropriate intervention option to ensure operators return to compliance as quickly as possible, with minimum environmental impact and consideration of the economic impacts.
  • Work with Operators to develop medium-term regulatory strategies for the installations, including engagement with senior managers and executives within companies, to deliver multiple benefits.
  • Be required to participate in technical/strategic groups or represent NRW on external forums e.g. UK regulators’ sector groups, as required.
  • Contribute to NRW Sector Groups and cross-agency sector groups as required to aid adoption of consistent regulatory approaches and the dissemination of good practices to the benefit of the environment.

Qualifications, experience and knowledge

Knowledge and experience of the following: 

  1. Extensive knowledge and experience of either working in a regulated industry or as a regulator.
  2. Good understanding of commercial business processes and pressures.
  3. Ability to communicate effectively with regulated business and the public, explaining complex issues and gaining support by influencing.

Welsh language requirements:

Essential Level 1 – able to pronounce Welsh and use basic phrases

  • Post holders will be delivering often significant programmes of work, which may require the need to alter priorities due to conflicting demands.

Responsibility for People

  • No line management responsibility, but will have operational responsibility for leading specialist/ technical staff through non-complex technical/ specialist programmes through a ‘matrix management’ structure.
  • Post holders may also mentor colleagues.
