Cockle Fishery Management Officer

You will be contracted to the nearest NRW office to your home, of which you will be required to attend for regular meetings, training and for one-to-one meetings with your manager. These will be planned in advance.

Job description

You will be part of a team managing and advising on Marine Protected Areas and the marine environment throughout Wales including managing Cockle Fishery Regulating orders on the Dee Estuary and at the Burry Inlet. You will be providing local cockle fishery management for the Dee Estuary cockle fishery, including coordinating and delivering cockle fisheries licensing, and supporting their regulation. You will work with colleagues within the team, and with enforcement colleagues to deliver this service.

The work will be a mix of office and field-based work on site in all weathers on intertidal areas in the Dee Estuary.


Your responsibilities include:

  • Collect, input and analyse catch returns to allow assessment of annual fishing effort, spatial distribution and commercial activity.
  • Produce an annual report on the fishery.
  • Support review of management plan for the fishery,
  • Implement the fishery management plan for the fishery.
  • Liaise with Dee Estuary or Bury Inlet cockle fishers and producers.
  • Process, assess, issue and monitor licenses, keeping accurate records.
  • Work with external auditors to ensure continuation of the Marine Stewardship sustainable fishery accreditation.
  • Work closely with Enforcement colleagues regarding regulation and enforcement.
  • Keep records of and submit intelligence into central system.
  • Liaise with relevant environmental health departments, WG DEFRA and on the Dee the NWIFCA and EA (NW).
  • Liaise with Dee conservancy officer and with local area counterparts on Bury.
  • Provide the administration for the Dee Estuary Cockle Fishery Advisory group (DECFAG) and the Dee Estuary Joint Agencies Group.
  • Work closely with, and be steered by, the senior cockle fishery advisor on all aspects of management of the fishery.
  • Work with relevant Area Advisors, and Marine Monitoring Assessment and reporting and marine All Wales Advice teams, especially regarding cockle surveys.
  • Provide technical advice on cockle fishery related issues.
  • Support the management of the Cockle fishery management budget.
  • Required to take part in incident response activities

Qualifications, experience and knowledge

Knowledge and experience of the following: 

  1. Experience of working with shellfish sector.
  2. Experience of building effective relationships.
  3. Experience of dealing with difficult customers and hostile situations.
  4. Ability to interpret and communicate marine environmental data.
  5. An understanding of the Dee or Bury inlet issues and conservation.
  6. Good interpersonal skills and experience of working collaboratively both internally and externally.

Welsh language requirements

Essential Level 1 – able to pronounce Welsh and use basic phrases

Desirable Level 4 fluent in spoken Welsh

  • Post holders will have oversight of contractors and the associated costs.
