Regulated facility location: Pembroke Refinery, Pembroke, Pembrokeshire, SA71 5SJ

The Substantial Variation permit application is for an existing facility. The operator is developing a cogeneration plant to provide the refinery’s electrical power and a proportion of the site’s steam requirements. The cogeneration plant will be capable of producing up to 49.9 megawatts electrical output from the combustion of natural gas in a combustion turbine generator. Superheated steam will be generated via a heat recovery steam generator.

We are minded to grant the permit. We will only grant a permit if we believe that significant pollution will not be caused and the operator has the ability to meet the conditions of the permit. Any permit we grant will include appropriate conditions to protect human health and the environment.
