Section 6.1: Paper, pulp and board manufacturing activities – Part A(2)(a) Producing, in an industrial plant, one or more of the following wood-based panels with a production capacity exceeding 600m3 per day: oriented strand board, particleboard, or fibreboard.
Section 6.6: Timber activities – Part B (a) Unless falling within Part A(2) of Section 6.1, manufacturing products wholly or mainly of wood at any works if the activity involves a relevant activity and the throughput of the works in any 12-month period is likely to be more than— (i) 10,000 cubic metres in the case of works at which wood is only sawed, or wood is sawed and subjected to excluded activities.
Regulated facility location: Chirk Particleboard Factory, Holyhead Road, Chirk, Wrexham, LL14 5NT.
The application is for the inclusion of the following existing activities in the Natural Resources Wales environmental permit for the regulated facility: particleboard and medium density fibre board production, two biomass plants, sawmill and laminated flooring line. This part of the application is required to bring the site under the regulatory control of one regulator, Natural Resources Wales. A proposal for a new Oriented Strand Board production line at the site also forms part of the application.
The application contains a description of how the proposed changes may affect: the installation; the materials, substances and energy it will use and generate; the conditions of its site; the source, nature and quantity of its foreseeable emissions and their significant effects on the environment; the proposed techniques for preventing, reducing, and monitoring its emissions and preventing and recovering waste; and an outline of the main alternatives, if any, considered.
